Background and Analysis:

On June 6, 2006, voters in the Foothill-De Anza Community College District approved a $490.8 million general obligation bond proposition (Measure C) and on March 3, 2020, the voters approved an $898 million general obligation bond proposition (Measure G). The bond measures were intended to finance various capital projects and related costs as specified in the bond measure ballot provisions under the rules established by Proposition 39 accountability requirements that include annual performance and financial audits on use of bond proceeds.

The Measure G and Measure C performance and financial audits for fiscal year ended June 30, 2025, were prepared by the independent certified public accounting firm of Crowe, LLP, located in Sacramento, California. The Measure G and C performance and financial audits rely on the financial content and internal control framework within the District's audit. The compliance supplement was released by the federal Office of Budget and Management on November 25, 2025, nearly five months after the typical annual release date. The Chancellor's Office has provided temporary dispensation across the system to all districts on the deadline to submit final audit reports to February 14, 2026. Crowe LLP evaluated the newly released supplement for any changes from previous draft versions and for any additional audit procedures before finalizing the District’s audit report.

The draft district audit report was presented to the Board of Trustees’ for review on December 8, 2025. The final district audit report was presented to the Board of Trustees at their meeting on February 2, 2026, citing no updates or differences.

The financial audit was conducted in accordance with auditing standards generally accepted in the United States and the standards applicable to financial audits contained in Governmental Auditing Standards, issued by the Comptroller General of the United States.

The performance audit was prepared in accordance with Education Code Section 15286, which requires that the audit be conducted in accordance with Governmental Auditing Standards, issued by the Comptroller General of the United States.

The financial audit yielded no findings with a clean and unmodified opinion. The performance audit concluded that the District has properly accounted for the Measure G and Measure C Bond expenditures and used funds only on authorized bond projects.
