Background and Analysis:

For Project #23-1513, the District contracted with Noll & Tam Architects to improve the HVAC system in Building D120 on Foothill College Campus to provide needed repairs to the air conditioning and ventilation system. The plans have been reviewed and approved by the Division of the State Architect (DSA).

This alteration project includes replacement of the existing air handling unit in a new exterior enclosure, modifications to the existing mechanical system, and interior and exterior accessibility upgrades. The project includes new interior floor access doors to maintain the existing variable air volume boxes located in the building subfloor area.

There will be no changes to the building’s use or occupancy, and no significant interior improvements will be made except for necessary repairs related to the mechanical work, accessibility upgrades, and signage improvements as specified in the plans. The project will also include enhancements to the parking area and exterior pedestrian pathways.

Bid #1935 was legally advertised in the San Jose Post Record on September 12, 2024, and the bid documents were broadcasted to several contractors and builder’s exchanges through Purchasing's website portal. A non-mandatory bid walk was held on September 19, 2024, and a total of 11 contractors and subcontractors attended the walk. Bid proposals were due by October 10, 2024, and eight bids were received.

Staff recommends award to EVRA Construction, Inc., as the lowest responsive and responsible bidder. EVRA Construction, Inc., has confirmed that its bid is true and correct and that it will self-perform all non-listed subcontract work for this project.
