The group worked collaboratively to begin drafting elements of the Distance Education Strategic Plan by identifying areas of alignment between Distance Education initiatives and the Ventura College Educational Master Plan.

Equity in Access

Members discussed how Distance Education supports equitable access to education by providing flexible learning options for students with varying schedules and responsibilities. Examples discussed included:

- Online and hybrid course options that support working students, students with families, and other non-traditional learners

- Flexible scheduling and varied course lengths that allow students to progress toward their educational goals

- Increased access for students who may feel unsafe traveling to campus or who face transportation or geographic barriers

- Expanded opportunities for students across California to enroll in Ventura College courses through online offerings and participation in statewide exchanges

Members also noted that online programs and pathways can support institutional enrollment goals and improve access for adult learners and other populations whose needs may not align with traditional on-campus schedules.

Engagement and Community Building

The group discussed how Distance Education can contribute to campus engagement and relational learning environments. Members reflected on the importance of intentionally fostering community among online students and shared examples of strategies that may support this goal, including:

- Interactive instructional technologies that facilitate collaboration and engagement

- Structured opportunities for synchronous interaction

- Faculty practices that promote relationship-building and communication in online courses

Members also discussed the potential for professional development opportunities focused on community building in online learning environments.

Equity and Student Success

The group noted that Distance Education initiatives can support student success through instructional design and faculty training that center accessibility, equity-minded teaching practices, and clear course organization.

Programs such as the Teaching Online Certificate (TOC) and related professional learning opportunities were discussed as mechanisms that support effective course design and inclusive practices.

Members also discussed challenges that some students face in online learning environments, including access to technology, stable internet connections, and necessary equipment such as webcams. The group noted that campus programs that provide loaner laptops and hotspots help address these barriers but may still present limitations depending on availability and eligibility requirements.

The discussion emphasized the importance of continued collaboration between Distance Education and other campus departments, including Basic Needs, Financial Aid, and technology services, to ensure that online learning remains accessible and supportive for all students.

Members agreed that the discussion generated several ideas that could inform the development of the Distance Education Strategic Plan. Additional work on the plan will continue in future meetings.
