BP 1100 Ventura County Community College District
Legal: California Education Code Section 72000(b)
The District has been named Ventura County Community College District.
The name is the property of the District. No person shall, without the permission of the Chancellor, use this name or the name(s) of its college(s), department(s), subsidiary brands and mascots, facilities, or any abbreviation of them, to imply, indicate, or otherwise suggest that an organization, product, or service is connected or affiliated with, or is endorsed, favored, supported, or opposed by the District.
Ventura County Community College District consists of the Chancellor's Office, District Administrative Center and the following colleges:
Moorpark College
Oxnard College
Ventura College
The Chancellor will notify the Board regarding the authorization of the use of District name(s) by an outside entity and the justification for such actions.

Chapter 2: Board of Trustees
BP 2010 Board Member
Legal
The Board shall consist of five (5) members elected by the eligible voters of the District. Members shall be elected by trustee area as defined in Board Policy 2100.
Any person who meets the criteria contained in law is eligible to be elected or appointed a member of the Board.
An employee of the District may not be sworn into office as an elected or appointed member of the governing board unless they resign as an employee. Attorney General Opinion 01-112 (8/3/01) clarified employment of a Board member as a part-time or substitute instructor. Education Code Section 72103(b)(2) makes an exception for individuals who are usually employed in an occupation other than teaching and who are employed by the District to teach no more than one course per semester or quarter in the subject matter of the individual’s occupation. The Attorney General Opinion states that this exception applies only when the contract to teach has already been executed at the time of the election to the Board.
No member of the Governing Board shall, during the term for which they are elected, hold an incompatible office.
No member of the Governing Board shall, during the term for which they were elected, be eligible to serve on the governing board of a school district whose boundaries are coterminous with those of the community college district.

BP 2015 Student Member
Legal
The Board shall include one non-voting student member. The term of office shall be one year commencing June 1 – May 31.
As outlined in Education Code 76061, Candidates for Student Trustee and Associated Students’ positions shall be enrolled in the community college at the time of election, and throughout the student’s term, with a minimum of five (5) semester units; and (2) The student shall meet and maintain the minimum standards of scholarship prescribed for community college students by the community college district. (Hold and maintain during the term of office a semester and cumulative Grade Point Average (GPA) of 2.00 or higher; and be in good standing academically, not currently on academic or disciplinary probation/notice, have not violated the Student Code of Conduct, and have not been expelled from a college-based Associated Students’ position.)
The student member shall be seated with the Board during the open session portion of meetings and shall be recognized as a full member of the Board at meetings. The student member is entitled to participate in discussion of issues and receive all materials presented to members of the Board (except for issues and items discussed in closed session). The student member shall be entitled to any mileage allowance necessary to attend board meetings and district events to the same extent as publicly elected trustees. The student member shall have the opportunity to cast an advisory vote immediately before the regular members of the Board cast votes. The student member’s advisory vote shall not be included in determining the vote required to carry any measure before the Board.
On or before May 15 of each year, the Board shall consider whether to afford the student member of any of the privileges outlined in Education Code 72023.5 and referenced below.
For the term commencing on June 1, 2025 – May 31, 2026, the Board approved the following privileges:
The ability to make a motion (with the exception of items agendaized during the Annual Organizational Meeting).
The ability to second a motion (with the exception of items agendized during the Annual Organizational Meeting).
The ability to receive compensation for Board meeting attendance.
The ability to serve a term commencing on June 1 – May 31.
Attending conferences and professional development within a budget of $5,000. Travel requests will be approved by the Board Chair prior to travel.

BP 2100 Board Elections
Legal
The term of office of each Trustee shall be four (4) years, commencing on the first Friday in December next succeeding his or her election. Elections shall be held every two (2) years, in even numbered years. Terms of Trustees are staggered so that, as nearly as practical, one-half of the Trustees shall be elected at each trustee election.
The Board of Trustees has provided for the election of Trustees by trustee areas. Effective November 13, 2001, the Trustee areas map is located on the VCCCD website.
The election of a Board member domiciled in and registered to vote in the Trustee area he or she seeks to represent shall be only by the registered voters of the same Trustee areas.
The Chancellor shall submit recommendations to the Board regarding adjustments to be made to the boundaries of each Trustee area, if any adjustment is necessary, after each decennial federal census. The Chancellor shall submit the recommendation in time for the Board to act as required by law.

BP 2105 Election of Student Member
Legal
The student member shall be elected by all the students enrolled in the District in a general election held for that purpose. An election will be held in the Spring semester to ensure the office is filled by June 1. The student member may be recalled by all students of the student body in an election held for that purpose in accordance with administrative procedures adopted by the Chancellor, except that all members of the student body shall be permitted to vote in the recall election.
Special elections shall be held if the office becomes vacant by reason of the resignation, recall, or disqualification of an elected student member, or by any other reason. Special elections shall be held within thirty (30) days after notice of the vacancy comes to the attention of the Chancellor.
Candidates for the position may nominate themselves or be nominated by others by the filing of an application at their campus of residence certifying that the candidate is eligible for service under the criteria set forth in California law and these policies.
An election will be conducted at each college in accordance with Student Election Standard Operating Practices for Associated Students' Positions and Student Trustee Position adopted by the college student elections, except that all members of the Ventura County Community College District (VCCCD) student body shall be permitted to vote for the student member. Each candidate from throughout the District who has qualified shall be listed on the ballot at each college. The successful candidate must receive a plurality of all votes cast.

BP 2110 Vacancies on the Board
Legal
Vacancies on the Board may be caused by any of the events specified in Government Code Section 1770 or any applicable provision in the Elections Code, or by a failure to elect. Resignations from the Board shall be governed by Elections Code 5090.
Within 30 days of a vacancy occurring or filing of a deferred resignation, the Board shall either order an election or make a provisional appointment to fill the vacancy.
If an election is ordered, it shall be held on the next regular election date not less than 130 days after the occurrence of the vacancy.
If a provisional appointment is made, it shall be subject to the conditions in Elections Education Code Section 5091. The person appointed to the position shall hold office only until the next regularly scheduled election for District Governing Board members, when the election shall be held to fill the vacancy for the remainder of the unexpired term.
The provisional appointment will be made by a majority public vote of the Board members at a public meeting.
The Chancellor shall establish administrative procedures to solicit applications that assure ample publicity to and information for prospective candidates. The Board will determine the schedule and appointment process, which may include interviews at a public meeting.
BP 2130 Term Limits
Legal
The Board may, by a vote of the membership of the Board, act to submit to the electors of the District a proposal to limit the number of terms a member of the Governing Board may serve on the Board. Any proposal to limit the number of terms a member of the Board may serve shall not become operative unless it is submitted to the electors of the District at a regularly scheduled election and a majority of the votes cast on the question favor adoption of the proposal. Any such proposal shall be subject to the administrative procedures set forth in the California Elections Code, Section 9500 et. seq .
Any such proposal shall, if adopted by the electors of the District, apply prospectively only.

BP 2135 Board Officer Rotation
Legal
At the annual organizational meeting, the Board shall elect from among its members a Chair and Vice Chair of the Board.
The terms of Chair and Vice Chair shall be for one (1) year. The duties of the Chair of the Board are as follows:
Preside over all meetings of the Board;
Call emergency and special meetings of the Board, as required by law;
Consult with the Chancellor on Board meeting agendas;
Communicate with individual Board members about their responsibilities;
Speak on behalf of the Board regarding its actions and positions.
Participate in the orientation process for new Board members;
Assure Board compliance with policies on Board education, self-evaluation, and CEO evaluation;
Represent the Board at official events or ensure Board representation.
The terms of officers shall be for one (1) year; the duties of the Vice Chair of the Board are as follows:
In the absence of the Chair, the Vice Chair shall serve in their place.
Participate in the Board's agenda setting process.
The Chancellor shall serve as Secretary to the Board. The duties of the Secretary are as follows:
Notify members of the Board of regular, special, emergency and adjourned meetings;
Prepare and post Board meeting agendas;
Have prepared for adoption minutes of Board meetings;
Consult with the Chair on Board meeting agendas;
Attend all Board meetings and Closed Sessions, unless excused, and in such cases assign a designee;
Conduct the official correspondence of the Board;
Certify as legally required all Board actions;
Sign, when authorized by law or by Board action, any documents that would otherwise require the signature of the Secretary or the Clerk of the Board.
The Board does not have an official system of rotation of officers; it elects the officers every year from among all its members; however, completion of the Community College League of California Excellence in Trusteeship Program or recertification and the VCCCD New Trustee Orientation is highly recommended in order for a Trustee to be eligible for nomination to the office of Board Chair or Vice Chair. Adherence to BP 2715 Board Code of Ethics/Standards of Practice is expected.
